getting an error unable to load the application configuration and i did what you suggested thus far, i'm just not getting it lol. i'm actually thinking to just restore compturter to factory defaults to see if that fixes my problems. I dout it but never know right.
That launcher repair utility I posted at the start may solve the application configuration issue ?
Are you having any other issues apart from the launcher appearing ?
Restoring to factory defaults isnt the best way forward , rather then lose everything , if you want to try a nuke approach then a repair install per links below is best

ok i'm in clan boot and used the utility and still got the error unable to load application configuration.

Create a new windows administrator account then go to the swtor folder and double click on launcher.exe , does it work ?

would unable to launch application error occur without internet? because at this verry moment the pc that has the issue has no internet, the one i'm currently on witch is a downgrade form the one i've been using has internet.

Open a command prompt as administrator and try the below commands
so press the windows key type cmd , right mouse click and select run as administrator
type on the CMD window: "netsh winsock reset catalog" and press enter.
after done, type: "netsh int ip reset reset.log" and press enter.

Not having internet shouldnt stop the launcher running, however the underlaying network side should be operational regardless of net status

Can you do a search for a file called libcef.dll and tell me where they exist , in particular if one is in the windows/syswow64 folder

this is all my libcef.dll locations.

They all look good, they are meant to be in the program folders, but if a different version gets in the windows common path it can cause issues.
The libcef.dll in the swtor folder delete it , and copy the repair utility into that folder and re-run it, it should place a new copy of libcef.dll back in that folder.

i went into the folder deleted libcef.dll and copied the launcherrepairutility.exe into the folder ran it waited a few seconds got an error again unable to load application configuration.

Best to disable bitraider at present as well , so make the changes per this link if you delete the folders this is a new game install if the launcher starts working again
FYI once you make this change to the launcher.settings file you should be able to download the game in safe mode with networking.
depends if the underlaying issue is gone in normal boot is the question still after patching
forgot it is appearing in safe mode for you, maybe uninstall AVG as a test as well , just remember to re-install an antivirus afterwards.

i did uninstall AVG now my main pc that has the issue with the launcher had no internet at all cannot reconnect, but all of my other devises have internet.

Network adapter is playing up on the system ?
I gather you have tried re-installing the network card driver ?

i have re-installed everything i can for it being Ethernet and Wireless adaptor still have no internet connection it makes no sense at all.

The commands put in the command prompt earlier should of reset the network side as well.
What OS is this ? Have you tried a something like a usb network adapter in case its hardware ?
Maybe you should try the repair install I posted right at the start

windows 7 ultimate 64bit and no i have not tried the usb to see if it is hardware.

The commands in the command prompt earlier all finished ok without errors ?
try removing the known network and let it rediscover it again

Press the windows key and type reliability and open the reliability monitor it may give an indication of any issues occuring

I gather you have restarted the router/modem just to be sure that side is fresh on the wireless side of things
