Why am i being charged 8% sales tax? What state is the tax money going to?

It goes to your state and local government and is required to be charged as per law for electronic purchases. I pay for other MMO subscriptions and also am charge a tax on those as well. On this page http://www.swtor.com/buy it states:
"Total is VAT/GST inclusive where applicable." below the different plans and in the fine print at the bottom:
"CUSTOMERS ARE RESPONSIBLE FOR APPLICABLE SALES TAX. VOID WHERE PROHIBITED, TAXED OR RESTRICTED BY LAW."
So it just depends on what the rules are for your state / local or federal government is on electronic purchases and how much to charge.
