Why are non-subscribers given subscriber-only Galactic Seasons quests?

And how did this design not only make it far enough to be coded, but went right through your QA?

If you put quests in this pool, first, they need to work. You failed here, because they don't. Half of the daily 'kill x number of random creatures' quests don't actually give any progress at all. Then, when I try to reroll them (and by the way, one reroll per day is stupid and crappy, especially given that the only way around your failure to make the quest work in the first place is to reroll), I get a daily for section x, which I literally can't do. I'd also like to point out that section x is almost 10 years old at this point, gating it behind a paywall is silly.
