Why is Rise of the Hutt still being sold seperately?

I returned to the game a few months ago, and after getting back into the swing of things I decided to look into the expansions. As a student on a budget, I purchased the Rise of the Hutt Cartel first, intending to get one every couple of months till I was up-to-date. I had been blissfully unaware of my issue for a couple of months, whilst being busy with my final exams, until I logged into my account today to look at buying Shadow of Revan.

As you may know, Shadow of Revan comes bundled with Rise of the Hutt Cartel, for free. And yet... They are still selling Rise of the Hutt Cartel for the SAME price, without any indication on said expansions page. I'm just wondering why I have pretty much had money conned out of me and instead of just sighing and buying Shadow of Revan, why I shouldn't just reverse all of my Paypal transactions and leave?

I had been looking forward to Revan, and eventually getting Knights of the Fallen Empire. Now I am seriously considering just packing up and leaving the game, as I won't be giving more money over to anyone that thinks this is acceptable business practice in this day.
