Can't scroll Info panels with mouse

Scrolling has consistent bugginess for me. Scrolling up works consistently, and scrolling down works in most menus.

A consistent exception is the Controls menu. If the mouse is within the Settings subtab, scrolling down works, but any further down, and it is disabled - Character Movement, Overhead, Over-The-Shoulder, and Miscellaneous menus all disable it.

Dragging the scrollbar works, as does scrolling down when hovering over the scrollbar itself.

The reason for this post, is the Info panels in battles. I don't see any way for me to scroll them down, and this is pretty gamebreaking to a new player as it's got tons of context that I want to be learning that isn't available on wikis yet.
