Fleet shipments refresh

So, I did a 50 crystal refresh last night in hopes to pop some ship shards that I need to progress my game. But failed to pull anything desirable. Next day (today) I counted the minutes for auto refresh. And slave 1 eludes me again, so I was going to dump another 50 crystals to refresh, however, the cost is still 100 crystals for my initial refresh penalty. This the norm for fleet shipments?
