This is the biggest problem with OP's suggestion, imo. You could bypass farming Chaze, for example - an otherwise long and grueling farm for both characters - by maxing out all the other Rebels and getting them from Rebel Roundup. I'd certainly like that, but it would make it too easy to skip (or at least greatly shorten) difficult farms for strong characters.
I have the same situation as OP - Zombie 7-starred, Spirit is not - and I treat this as an event that will either reward shard currency or Spirit shards. I need both, so it's not like I'm getting completely boned if I get the Zombie. That said, I got 16 Spirit shards today, which was nice.
