I upgraded like more than 10 characters to R5 this month (some from zero gears)... 5 inquisitors, Candy, L3, Greef, SET, Shore, Traya, NS etc. mostly for sake of being able to make full use of DCs.
Yes, completely F2P. Just by refreshing the cantina three times a day, do the ABs and sometimes buy the 2 day -1599 crystal relic pack in store. Imho R5 is super easy and fast to achieve. Everything beyond is truly a pain.
