This update was listed in the 'Game Updates' part of the forum in February. It was introduced on 16th February and is not a bug (or a cheat)

I understand that it was introduced shortly after some Zeta abilities allowed for protection to be regained. This meant that certain teams under certain conditions could just continue to attack without consequence. This change was implemented to stop that from happening, meaning that the raids are still considered as 'end-game' content
