We just got our ROLO Shards for TB Special Mission. Could someone explain why 22 people completed the event, with Gold Medal against their name but we all only got 21 shards? Apparen...

The gold medal count? You mean like these:
That just tells you how many special missions each player attempted - not how many they completed. Each of the players on this screenshot attempted one special mission in phase 2. It's quite simple. Just as everyone else is trying to tell you. 1 player failed the mission.
