Paper Zombie "doesn't work" in the later phases. I've taken her to G10 in anticipation that they're really going to actually address the Paper Zombie strategy in the future and she works pretty well as an actual tank in all phases. She absorbs several attacks before dying so that your other NS can start doing their thing and shortly she's revived and taunting again while Plague is killing off those Rebel scum.
