Paploo was never "required" when he was pay only. "Could be used" in territory battles, yes, "required", no. When a Paploo or Logray was required for the wicket event, they were made farmable.
I expect the veterans to be showing up in TB platoons, but i expect if/when they will be "required" for content, they will also be made farmable somewhere. They've never required a character that could only be found in a paid fashion.
