Why develop the inquisitors to be complete trash?

Maybe the idea was to get people to look harder at their respective kits to figure out how to best complete the GC? This is hardly the first GC that's required mod swapping or been difficult at high gear levels.

So punish the few people that invested, FUN!

People with all r7 and r8's can't even beat this without retrying and moving mods.
