In the podcast they definitely were referring to his basic ability and they sounded pretty confident about it's lack of a cap. The bounty hunter discord channel is here btw:

I think a mix of each is fine. It all depends who you're using as leader. With Boba lead the extra potency is good, but make sure you're still at about 50 crit chance.
