My Daka (and obviously AV too) would go before your team for instance, and there are far better NS than mine in my guild. One-two stuns in the oppening round from Daka push back the first kill of Troopers far enough to get the NS team going, even without Nest (especially when Shore's taunt is dispelled before Daka moves).

With that being said, it's somewhat easier to get IT faster than NS, but G12+ pieces are still arguably a better investment on an NS team and in most cases it will give an edge to them over Troopers.

I would argue that the fact that there are NS strong enough to beat some trooper squads doesn't change that Troopers are a rock solid counter to NS. Remember, when you're using troopers to counter NS you're not facing an intelligent player who will play smart, you're facing an AI that won't necessarily get those stuns in the right places to be effective.

The only time my troopers have any real issue with NS is against a MT lead when Plague starts to spread around, if they've stunned Shore. If they aren't spreading plague around, eventually the troopers will get that first kill and start the TM train rolling. It takes some unlucky RNG/lucky AI to change the fight.

Against Nest, I bring in Deathtrooper and try to keep her stunned as much as possible, until it's just her against the troopers. Deathmark/Stun finishes the fight there. You have to be careful if their Nest has a high enough Tenacity to start really resisting.

Boba and zJango completely neuter the NS revive and G10+ zombie revive mechanic. Pick and choose who to execute/eliminate and ignore Zombie completely. Run Jango lead for the speed boost and stack a mountain of protection on a unique zeta'd Bossk (or double Zeta if used elsewhere).
