Vader's natural speed is too low. You won't be able to make him faster than the enemy Rex, Chirrut, GM Yoda etc. Instead you need to make sure, that your TFP moves first. Ability block on enemy Rex with buff immunity on the rest is your best bet.
...or deathtrooper obviously.
