Cats are being deleted from my family

Hi, I keep creating a family of one sim and one cat. I move them into a property, and the cat is gone. I've tried this with two different apartments. Is it an apartment thing? I don't see pets around either.

EA support are useless and insists I had to link my EA account to steam for some reason.
