I did use HoodChecker on the hood and I have no idea how that’s affected things, I haven’t gone back into the game since.
The kids I mentioned are part of premade, moved-in families that live in various hoods; Sally Riley in Belladonna Cove, Xander Roth in Riverblossom Hills, and Daniel Bell and Pauline Aspir in Desiderata Valley.
