Several premade children in later expansions do have built-in LTWs and that is fine; they wont even keep their LTWs after they age to teens, unless it rolls to the exact same one they were coded to have.
Children born in-game that develop LTWs early is a sign of a problem though. The sheer corruptability of the game has always been the reason I never play the game in serious bursts, I spend months just trying to clean out the initial data to avoid the corruption, then get bored >.>
