I need help building France in ts2

So I've been playing the sims 2 a lot more lately but i real want my sims to take a vacation in France so I started working on piris France for the Sims 2 but it's going to take me so long to complete...

Same NPC keeps duplicating
I am playing in Belladonna Cove. There is an NPC that has cloned itself and now there are at least 2 dozen of the same NPC. Same name, same clothing. How do I fix this? I do not have any cloning mod...
