Yes, they can get married while on vacation.
In fact, they have fixed a bug with Bon Voyage patch that allows young adult sims to marry and try for babies while on vacation.

Thanks for the tip! I did send my couple on vacation while waiting for a response. I saw my Sim could propose marriage so they did at a bonfire. Very romantic! They tried for a baby and I believe we have a new family member coming!
