Not able to scold or praise pet

As soon as my dog finished chewing up and destroying the couch, there was no option to scold the dog when there normally is. Also, they dug a hole and I can’t scold them for they either! I tried restarting my game and no change. I also tried to see if a different sim can scold the pet and no luck. Please resolve this so my sims can train their pets. 

The attachment shows me clicking on the small dog and there’s no scold or praise option. 😩

I’m playing on a pc/laptop.
