That's not mean. They clean it up when it's about to spoil. You don't want your sim eating spoiled food. The NPC will usually make something else, unless their shift is over. If their shift is over for the day, most of the dorms should have a mini fridge, and you can have your sim get some cereal to tide them over until the cafeteria worker returns.
