If you don't already have a The Sims 2 folder in the Documents\EA Games folder from an older release, you should be able to use the MKLINK command in Command Prompt to create a directory junction named The Sims 2 that points to the The Sims 2 Legacy folder, then install the Sims2Packs with something like the Clean Installer.

Unfortunately I no longer have that old version folder...😢 Not sure how to do the command prompt!

Well, you don't want that old folder for it to work. Username will differ based on yours, but press Windows key+R, enter cmd and press Enter, then in Command Prompt use MKLINK /J "C:\Users\Username\Documents\EA Games\The Sims 2\" "C:\Users\Username\Documents\EA Games\The Sims 2 Legacy\".
This will create something like a shortcut named The Sims 2 that points to the The Sims 2 Legacy folder.

You need to open the Command Prompt app from the search bar next to the start menu on the bottom left corner of the screen, run the app as administrator, and type the following; " mklink/j "C:\Users\scarl\Documents\EA Games\The Sims 2\" "C:\Users\scarl\Documents\EA Games\The Sims 2 Legacy\ ". it worked for me anyways so idk
