Did you previously have all packs when the CC and mods worked? For some people the issue is that IKEA is missing and the mods and CC they can't see were made for UC or all of the disks.
Thats the thing, even IKEA stuff won't show up (it was the first thing I tried to add into my game). No downloads for add ons appear to be working in general so I can't even use IKEA because my game won't register it for some reason. I'm fine playing base game, so it isn't that big of a deal, but I know some people's mods and CC have worked without restoring IKEA.

Google how to get the Ikea stuff pack properly installed in your Legacy game. It needs Windows Registry entries as well as the Stuff Pack. I'd supply a link, but this is the EA forum. 🤫
