No, Sims 2 UC still has SecuRom but as it's only the disc version that causes troubles for Win 10, it should be working fine nonetheless.
Also crashing issues are not usually related to this. You can't even start the game if SecuRom is the issue.
I don't have much experience with Sims 2 crashing issues though, so take this with a grain of salt.
