Hi walkingstick, I wondered the same thing as I upgraded the Loo and sink upstairs in the Eco home and the price was up a little. I personally dont upgrade everything as then Sims cant learn from doing them after moving in.
Also when trying to get the cost down do not Harvest or purchase books or anything else, or Paint/make Art as the paintings go value goes Up!! while on the walls.
So if I harvest a few fruits I get my sim to eat them to save cooking Lol
