I read that if 'Shutters Dissapear' when playing upper floors.
while you're in game, go to the Options menu and specifically graphics options. Uncheck "Enable Object Hiding". Your shutters should appear on all floors. The game treats them like curtains. If you have "Enable Object Hiding" checked, it will hide interior objects on the all the floors except the one you're on. Since the shutters are considered interior objects, they get hidden just like the inside curtains.
