This instruction I found online ages ago and I hope it is understandable and useful to others.
To Build an Apartment Building
Build your building with how ever many apartments you want, your sim will have the one you choose to furnish and decorate.
Start with putting in the Cheat Codes
testingcheatsenabled true/false
restrictbuildbuyinbuildings false/true
buydebug on/off
Step by Step Instructions for the different areas.
1. In buydebug you will find a Silver Orb called 'Hidden Room Marker'
2. Place that Orb in an apartment unit for NPC's and if there is multiple rooms, place 1 orb in each room.
3. Next look for the Orb 'Public Room Marker' and place them in all public areas of the building including hallways, and if you have lifts put one in the lifts 'little room', also basement areas, gyms and any other public place. Notice the cost of the building will have decreased.
4. If you want an NPC to use a certain apartment, its either Shift + Click or Shift and Ctrl (worked for me) on an apartment door and select 'Make NPC door', now its ready to be occupied. Please note that doors have to be linked to a 'Public Room' like the hallway.
If doors are on the street they cannot be for NPC's for example a row of houses. However if you build a fence around the door area and place a 'Hidden Room Marker' orb inside it, it will work.
Important Note's
1. Do not forget to turn off cheats when you have finished building and leaving that lot.
2. The apartment will work with a normal mailbox and the trash chute is in buydebug, so is the apartment intercom systems. One is for the wall inside the apartment and the floor one can be inside or out in the hallways. You can call a neighbour but can not enter their apartment but they can visit yours as normal.
