I have a very useful Tip I discovered.
'Building Apartments without the NPC windows being black'
Just build walls inside the NPC rooms and add buydebug invisible lights near the windows. I suggest you cover the inside walls as they are seen from the outside.

Note
When doing the inside walls make sure the NPC can get inside the apartment where the 'hidden' marker Orb is.
