They are correct, it doesn't. I knew to do this and didn't snap to the fact that wasn't spelled out. You might want to add that step to the instructions so they are complete.
What? Spell it out and I'll copy/quote you. I didn't think you could make the first layer re-colorable but the second layer you could.
