I am not sure this will work, but you could try it. Copy the fire station to your library delete the fire station and replace it with the station from your library. The same thing with the bar. This is what more experienced players have told me to do when problems with venues have occurred. Sometimes just doing it with the bar itself works. Hope this helps.
