Copy the bar itself not the building - then delete the bar that is there and put your copy back in. A patch caused many older user made bars to glitch like that (well the bartender actually is glitched, but replacing the bar with a copy of the one you have will spawn a new bartender the next time the sims visits. Then the glitch should be gone. I have had to do this in all worlds that were made before January of this year.
For the fire stationm the whole building is glitched, so you need to make a copy of the one that is there in your library - bulldoze the one in your game and place the copy in it's place. If you have any other issues after resetting that lot (that process is known as a lot reset) check the fire alarm as it might need replacing as sometimes even the reset does not always fix those.
