It might be. I personally use photobucket but due to the general obsession with so-called 'sleek' flash-style intefaces that are usually more cumbersome than useful it could be that you have accidentally got your photobucket account set up to add boarders automatically to all your pictures - if that's what you're using.
You can use a site called Tinypic too, last time I checked you didn't need to have an account to upload pictures there.
