If you're having problems getting the "NPC door" option to appear, it took me a while to figure out too. Assuming you have all the proper cheats on, take the fence tool, and make a small enclosed space behind the door. Put the public room maker there, and the hidden room marker in the main room.
I just uploaded a trailer park for Sunlit Tides to my studio, you might take a look at that and see if you can figure out what I did.
