I was having the exact same issue. Sometimes it works, other times not so much. I'm guessing there must be a bug somewhere that prevents them from understanding it's a normal elevator or stairway, so they can't figure out how to get from point A to B anymore. What a shame.

The rainbow was created with a fog emitter (the same way it was with the one on the waterfall drop on the roller coaster). It's just sitting in the middle of the wishing well, so it'll stay there - unless you don't want it, in which case, just go into Buy/Build and delete the fog emitter. :D
