I can have a go at it. It should be fun. I am currently playing in Isla Paradiso. But I just closed the game down as I need to sleep now. It is just after midnight here. Today is Sunday so when I get some time I'll have a look at it. It will take me a few days to do it, and by then the new carnival set will be here - so I'll include some of that too.
EDIT: Whilst it will be reasonably easy to build on a dock, it will probably be a nightmare for anyone who downloads it to put it into their own game unless they happen to put it onto the exact same lot.
It can be done but you will need to use cheats to get the levels right.

There is a lot of stuff I thought I might or might not use dumped in the middle of it - most of that will not be included. I do that when I'm looking for something and see some thing interesting just in case I decide I might want to use it and not be able to find it later.
I couldn't use the towers in the boardwalk venue - they didn't fit. So I made my own and the beauty of that is I could recolour and put facilities inside. There is a keg and speakers in the crossing bridge between the two towers. My testing sims keep running autonomously to the keg, the roller coaster and the pools. I've got it set as n o visitors allowed at the moment in the hope of keeping locals out.
I've put it on a 40x40 lot I found on an island in Isla Paradiso. That way you have some hope of getting it into your game. As the lot is already in IP. It is on Palm Beach, Pirate Island.

You can see it on the island - the red roller coaster stands out a bit. I haven't added any other buildings to this game so it should be fairly obvious.
My sims don't own it and they are living in a small house nearby.It is the same pair I use for a lot of builds. He is a genie and I find genies useful as they can make the place all clean and sparkly.
I used the red an white colour scheme because of the colours they are using for the new set.
There should be room for the new carousel to go into the middle of it.
EDIT: A few hours later...
I think it is finished. I'll put it away for a few days and when the new set comes out I'll add the carousel and whatever else I think will work.
It has a showtime stage in it - but I don't know much about the showtime things so it doesn't have much of a stage setup. But I got the benches and tables in with their markers so hopefully there will be some sort of an audience. There is also a professional bar in there. That usually attracts Sims.
I have put the barrier to entry system in but it is only set up to make them pay to go up into the towers where the keg is. :lol: I put the ticket machine inside the building I had to build so they could get onto the roller coaster.
There is a floor of games machines. No gambling though.
Two bakery display cases are in the building the swimming pool is set into. I currently have the cupcake mod in so it is restocking automatically. I didn't add an oven but anyone who wants to bake on the premises can easily put a stove in there somewhere. I'd prefer not to have a stove on a bakery premises after spending about a month working out about bakeries.
I am thinking of adding a seasonal marker and placing the seasonal food stands in it but I am not doing that today. It might happen. There isn't much room and they have food from the bakery and from the bar and from the university life barista bar. After I've had a break from it I'll think of a few more things.
The local sims are flocking to it now as I build. They are buying food from the bakery and enjoying the keg and kissing boots and things. My sims own it now. It is easier that way. I don't have to keep going into edit town to go between live and build/buy modes.

I still need to check the lights a bit more. They are reasonably ok though.
I was going to have a boat cleat on the pier. I did have one, but the sims didn't use it and I couldn't fit the roller coaster in with it since the lot is so small and roller coasters are not extremely flexible in where and how you have to place them. So I got rid of the cleat.
Karr that looks good already. I can't wait to see it whe you add the carousel. Are you planning on adding the circus tent and wagons?
