Regina, I honestly did not run into any issues regarding missing library books in Saskan Harbour. I`ve never had any problems in that that department whilst testing or in normal play.
I have a feeling it may be a mod you are using? I`ve never used any mods or (Writin_Reg would be proud of me) any non EA CC in my game and I can`t understand why you are experiencing the missing library books issue.
I do recall seeing a post where you mentioned this before with another world so I think there may be a problem with a mod you use, but seeing as I don`t use or particularly need them (so far) I can`t really give you a unequivocal "Yes, it`s all my fault!".
The library is a key aspect of those buildings you check before uploading and I never experienced any problems.
I think something may be askew with your use of certain mods?
I just don`t know Regina? Nobody has posted any issue they experienced with the library in Saskan Harbour and after testing you`d think that would be a key factor.
