John, I started a new game in SH last night and it took a couple of sim days before my first family moved in. I sent my sim out to the stadium to get a job in athletics and next day another two families moved into town. I made that sim quit the athletics job and get a job in politics instead and after another couple days another two families moved into town.
Sometimes it`s slower than other times. The first time I played Saskan Harbour families were moving in left, right and centre, it was bliss. So, the moral of the story is...good things come to those who wait.
