Yes, there are still friend requests on The Sims 3.
 Each person can accept or decline the invitation
 Reasons for the profile, information, and creations in their studio will be interesting for their content or not.

justbrice​  Do you mean that you'd like someone to make a specific sim for you?  That's not really common here, but there's also no harm in asking.  I'd offer myself, but I'm not good at that kind of thing.

You might try Mod the Sims instead.  Its forum can be very slow at times, but there are also still some active creators over there.
