It might finally be time for me to try out the criminal career. I never have before, lol!

Does anyone know why they made this world criminal-based? The gurus in the live chat were saying something about the police being corrupted because one of them is evil or something, I dunno. It seems to be the running theme but it seems so random to me. Island paradise + major criminal overtake? I don't get it...
