After you download the file you must extract the file into Documents\Electronic Arts\The Sims 3 Create A World Tool\UserToolData\Worlds
Open CAW, choose File/Open World. Find the Sunset Valley 2 CAW Redo folder from the choices offered, open then select the SSV Redo_Final.world file. :)
