Sunset Valley 2
Sunset Valley 2 I was asked to make a flat, blank world to be used to build a world like in TS2. I wanted a distant terrain but did not want to have to make the map fit it so I used Sunset Valley...

I generally get at least 4-5 families a sims week move into here when I play the hood I didn't populate myself.
I have all this. All the stores,schools & venues work fine. I have plenty of affordable homes that can hold 5 or more NPC's.
Still, no one moves into them or is even around. No one but the Sims I put in the World show up at the shows, library or parks.
I have cashiers, bartenders & proprietors, but none of them live in the World, they just show up at the correct venue & leave when it closes.
I hate to stop playing this World because it's the best one I ever downloaded, but I don't want to have to populate it myself.
Any other suggestions on what I can do?
