Some buildings are listed in Edit Town as premade community lots. Others, like the city hall, police station, etc, can all be found in 'build' mode which you can access either through Edit Town, or, if if using 'testingcheatsenabled' you can control/click on the ground from live mode to place buildings or build on community lots.
Edit: Forgot to say, you have to place a lot first, in Edit Town and then use the build mode.
