I have the same issues as others with the icons not showing up on the lots, but I was still able to place my sims in edit mode. Just clicked on the lot I wanted them in and it worked.
For those of you who are using Overwatch, you may need to adjust the setting for overwatch so it's not so sensitive. If you go to NRaas site and read up on the debug setting for overwatch, you will find the information on how to do it there. I did it and now the only sims that get reported as stuck are those who actually are.
