No, no, hell no. Charging for your downloads is pretty illegal, and it's a scummy thing to do. Creators can create a Patreon or a PayPal for donations just fine, but restricting access to their downloads is not okay.
What I DO think is acceptable is the model that creators like AroundTheSims and Understretch-Imaginations have, where you get a bunch of extra items if you donate to them. AroundTheSims keeps them restricted as "premium items", Understretch simply puts them up on Patreon a month before he puts them up on his site.
