I'm currently playing in Hidden Springs, and I had the same issue. The burglar came, was stopped by the alarms, which I always place on the outside of the house. When the police officer came, the burglar ran off right past the police officer, who completely ignored him. I guess next time I'm in my game, I'll check on the police and make sure they have the trait. I usually give all the police officers level 10 skill in athletic too, which seems to help.
