A Way To Change Motive/Skill INC/DECREASE rates for Specific Sims?

Question

I'm looking for something similar to Tripilis' Skill Lock mod for TS4. Additionally, I'm looking for something that adds the ability to change the rate at which motives decrease for certain Sims.

EX: if I want to make a Sim who needs constant social attention, more so than your average Sim, I could set their Social decay to -2.

The closest things we have in TS3 that I know of are NRaas Relativity for its skill and motive delta and decay management, but those settings cut across the entire world being played, and StoryProgression for its feature to Static selected sims' and groups of sims' motives. That's not to say there could never be a mod that provides selective skill and motive factors by individual sim, but I've never heard of such a thing existing.
