Based on my observations of Adventureland, Sally Hardy, and Jack Ransone -
I strongly believe that Adventureland (AKA Sunset Valley) was a test-bed for a (failed) career - Archaeologist career.
Think Indiana Jones type of adventure for your Sims. You go out to collect relics for museums and getting paid for the treasures your Sims brought back.
Since EA doesn't even acknowledge the existence of Adventureland, Sally, or Jack, I believe that the archeology career didn't pan out (why I don't know) and - instead of disappointing Sims 3 fans so early in the franchise - EA chose to sweep Adventureland under the rug.
So why not now?
EA is working on Sims 4 and consider Sims 3 "yesterday's news". So they left Adventureland in the past, forgotten - tried to anyway. The 1.69 patch uncovered Adventureland by accident, and (as the saying goes) "Once the genie is out of the bottle, it can't be put back in".
