That's what the wiki says and that's been my experience. I'm pretty sure you can put the appropriate spawners in a homeworld though.
And by open waters do you mean water other than where it sparkles from the collection helper? Like just click somewhere in the ocean?
Yes. Try freshwater too and see what species are available.
